The Sendai Framework for Disaster Risk Reduction
THE SENDAI FRAMEWORK: MAKING THE DIFFERENCE FOR POVERTY, HEALTH AND RESILIENCE WHAT IS IT? The Sendai Framework for Disaster Risk Reduction 2015-2030 with its seven targets and four priorities for action, was adopted at the Third UN World Conference on Disaster Risk Reduction on March 18, 2015. It was endorsed by the UN General Assembly on June 3, 2015. The Sendai Framework is a 15-year, voluntary, non-binding agreement which recognizes that the State has the primary role to reduce disaster risk but that responsibilities are to be shared with other stakeholders including local government and the private sector. It aims for the following outcome: The substantial reduction of disaster risk and losses in lives, livelihoods and health and in the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries. THE SEVEN TARGETS The targets focus on substantial reductions in (1) disaster mortality, (2) number of affected people, (3) direct economic losses and (4) reducing damage to critical infrastructure and disruption of basic services. The Sendai Framework also seeks a substantial increase in (5) national and local disaster risk reduction strategies by 2020, (6) enhanced cooperation to developing countries, and (7) a substantial increase in multi-hazard early warning systems, disaster risk information and assessments. THE FOUR PRIORITIES FOR ACTION Priority 1. Understanding disaster risk: Disaster risk management needs to be based on an understanding of disaster risk in all its dimensions of vulnerability, capacity, exposure of persons and assets, hazard characteristics and the environment. Such knowledge can be used for risk assessment, prevention, mitigation, preparedness and response. Priority 2. Strengthening disaster risk governance to manage disaster risk: Disaster risk governance at the national, regional and global levels is very important for prevention, mitigation, preparedness, response, recovery, and rehabilitation. It fosters collaboration and partnership. Priority 3. Investing in disaster risk reduction for resilience: Public and private investment in disaster risk prevention and reduction through structural and non-structural measures are essential to enhance the economic, social, health and cultural resilience of persons, communities, countries and their assets, as well as the environment. Priority 4. Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction: The growth of disaster risk means there is a need to strengthen disaster preparedness for response, take action in anticipation of events, and ensure capacities are in place for effective response and recovery at all levels. The recovery, rehabilitation and reconstruction phase is a critical opportunity to build back better, including through integrating disaster risk reduction into development measures. World Humanitarian Day 2016 – One Humanity
United Nations - Every day, humanitarian aid workers stand on the front lines of war and disaster, braving tremendous dangers and difficulties to deliver assistance to those who need it most. World Humanitarian Day (WHD), which takes place every year on 19 August, recognizes the aid workers who risk their lives in humanitarian service, and mobilizes people to advocate for humanitarian action. The day was designated by the General Assembly seven years ago to coincide with the anniversary of the 2003 bombing of the United Nations headquarters in Baghdad, Iraq. This World Humanitarian Day, the UN and its partners are calling for global solidarity with the more than 130 million people around the world who need humanitarian assistance to survive. Under the theme of ‘One Humanity’, World Humanitarian Day will highlight how the world came together in Istanbul for the World Humanitarian Summit earlier this year, and made commitments to support people affected by crisis and ensure that aid workers can safely and more effectively deliver to those in need. Events will be held around the world on 19 August to honor the work of humanitarian workers and to celebrate the theme of ‘One Humanity’. In New York, a wreath-laying ceremony will take place at the United Nations headquarters, and a high-level event will be held in the General Assembly Hall. In addition a digital campaign will be launched on the day to raise awareness of the impossible choices that people caught in crisis face. The Rohingya Crisis in 90 Seconds
The humanitarian crisis caused by escalating violence in Myanmar’s Rakhine State is causing suffering on a catastrophic scale. As of 27 September, over 500,000 Rohingya refugees had fled across the border from Myanmar to Bangladesh since 25 August. Thousands more reportedly remain stranded and in peril in Myanmar without the means to cross the border into Bangladesh. The United Nations and our partners are working closely with the Government of Bangladesh to scale up and coordinate the humanitarian response so as to ensure that refugees are protected in line with international standards, and to provide desperately needed support including food, shelter, health care and water. 🇳🇿 New Zealand - Prime Minister Addresses General Debate, 73rd Session
Jacinda Ardern, Prime Minister of New Zealand, addresses the general debate of the 73rd Session of the General Assembly of the UN (New York, 25 September - 01 October 2018). JACINDA ARDERN, Prime Minster of New Zealand, said that New Zealanders’ empathy and strong sense of justice is matched by their pragmatism. Regardless of its geographic isolation, New Zealand sees itself as a member of the international community, a community whose heart is in the United Nations. She urged that the Organization’s founding principles not be consigned to the history books, noting that the need for multilateralism and collective action has never been greater. States are united by the positive and negative effects of globalization, and amid unprecedented economic growth there still exists a growing sense of insecurity. It is not surprising to witness a global trend of young people showing dissatisfaction with political systems, she noted. The world now has a generation that will grow up more connected than ever and unsure if jobs they are training for will exist in 20 years. This is a borderless generation, one that is calling for responses to challenges such as climate change. Two weeks ago, at the Pacific Islands Forum, climate change was declared the single biggest threat to security in the Pacific. While action on climate change remains optional, the impact of inaction is not. Any disintegration of multilateralism on the matter is catastrophic. She also stressed that while international institutions are not perfect, they can be fixed, calling on States to rebuild and recommit to multilateralism. There is a need to rediscover the shared belief in the value of connectedness. International trade, for instance, is helping millions out of poverty while at the same time some see their standard of living sliding. The answer to the problem is not protectionism, she assured, urging States to ensure that the benefits of trade be distributed fairly across societies. It is incumbent on States to build productive, sustainable and inclusive economies. New Zealand has set itself the ambitious goal of becoming the best place in the world to be a child, she said, adding that focus on nurturing the next generation must be matched with concern over the environment it is inheriting. The Maori community in New Zealand encapsulates this concern through the belief that people are entrusted with the environment and thus have a duty to protect it. The race for economic growth and wealth will make all people poorer if it comes at the cost of the environment. Meeting these challenges calls for United Nations reform, she said, expressing support for the Secretary‑General’s efforts aimed at making the Organization more responsive and effective. It is up to Member States to drive this change. In an increasingly uncertain world, it is more important than ever to remember the core values of the United Nations, she emphasized, voicing her surprise at the need to have to recommit to gender equality. She said she will never celebrate the gains made by women in New Zealand while internationally other women and girls experience a lack of the most basic of opportunities and dignity; “me too” must become “we too”, she stressed. States face a long list of demands, and in the face of isolation, protectionism and racism they must look outward in the spirit of kindness and collectivism.
